On January 30th, 2014, a meeting of officials of the Ministry, Ministry of Regional Development of the Republic of Kazakhstan, the Water Resources Committee and “Kazhydromet” was held with representatives of the Japanese company "NIPPON KOEI CO."
At the meeting the results of workshops conducted were discussed by the American side in 2013, informed of the planned activities in the current year on both sides. Also the head of the MES RK reported on a number of projects implemented by the Ministry, which could take part on the American side. Minister V. Bozhko invited American colleagues to take an active part in the upcoming seminar "Kazspas 2014" not only as observers, but also to send a rescue team to participate in competitions. The Head of the U.S. delegation expressed interest in sharing experience in disaster management, planning and interaction with emergency response to disasters. The Chargé d'Affaires of the U.S. Embassy in Astana was informed about the planned emergency relief protocol and expressed interest to the Emergency Ministry about preparing emergency drills. The sides agreed to intensify cooperation in the above areas.
On the 12 of February in the Ministry for Emergency Situations was held meeting of the Minister for Emergency Situations V. Bozhko with recently appointed Ambassador Extraordinary and Plenipotentiary of Islamic Republic of Afghanistan to the Republic of Kazakhstan M. Baraki.
On the meeting were discussed perspective directions of bilateral contracts of trade-economic cooperation in the frame of joint intergovernmental commission; also were discussed plans of providing events of both parties. In addition, the head of MES RK reported about the several realizing projects of Ministry, in which afghan party can take a part. Afghan diplomat express their readiness in strengthening contacts between interested agencies and business – structures of our countries.
According the conclusion both sides agreed to activate cooperation on above mentioned directions.
On February 19th, 2014, in the Ministry for Emergency Situations of the Republic of Kazakhstan was held meeting of the Marcel Vaessen, Head of the UN Office for the Coordination of Humanitarian Affairs Regional Office for the Caucasus and Central Asia, with A. Egizbaev, the Counselor of Minister for Emergency Situations of RK on the activities carried out within the framework of the Plan for the implementation of CBMs Istanbul Process on Afghanistan,
A. Sovetov, the Deputy Director of the Department of Emergency Response on promoting MES RK in attestation team MES RK International Search and Rescues Advisory Group (INSARAG), as well as with the Head of Multilateral Cooperation Division A. Zhanguzhinov on assistance from the UN OCHA on the creation of the Emergency and Disaster Risk Reduction Centre in Almaty.
On February 19th, 2014, within the framework of the working visit the Civil Defence Academy of the MES of Russia was attended by representatives of the Republics of the Permanent Council of the Collective Security Treaty Organization, from Republic of Kazakhstan arrived Plenipotentiary of the CSTO Vladimir Alesin.
In conference - hall Vladimir Alesin had a conversation with the students from Kazakhstan. During the meeting, students warmly attitudes towards them guidance, faculty and about the living conditions and the learning process as a whole. After ending the conversation, Mr. Alesin thanked the officers and students of Kazakhstan, expressing his best wishes to achieve high results in the benefit of the country.
On February 20, 2014 in the Ministry for emergency situations of RK the meeting of the Minister for emergency situations of the Republic of Kazakhstan V. Bozhko with recently appointed Extraordinary and Plenipotentiary Ambassador of Japan in the Republic of Kazakhstan M. Kamokhara took place.
At a meeting the perspective directions of bilateral cooperation in the prevention and response to emergency situations are discussed, in particular concerning strengthening of system of seismic control of seismodangerous territories and holding the training seminars through Japanese agency of the international cooperation (JICA). Interest in establishment of contacts between emergency departments of two countries was expressed.

Next day the delegation of the Ministry of Emergency Situations of the Russian Federation attended an exhibition of rescue equipment and saving equipment which was held on the square in front of palace of culture of Estaya. This day the management on an emergency carried out educational and methodical collecting with specialists in GO and an emergency and heads of the enterprises of the city of Pavlodar. Visit of the airport where presented to guests the Evrokopter 145 helicopter transferred to the Ministry for emergency situations to the Pavlodar region for use for delivery seriously ill of the separated villages and regions of area was final point of visit.
On February 25, 2014 under the chairmanship of the chief of institute, the colonel of a firefighting service Sharipkhanov S.D. passed a round table in Kokshetau technical institute on the subject "Strengthening of the National Capacity According to Risks, to the Prevention and Response to Natural Disasters" and "Management of Climate Risks in the Republic of Kazakhstan" with participation of representatives of JSC "The Project of Development of the United Nations in the Republic of Kazakhstan".
With welcome speech the project manager "Managements climatic as risks in the Republic of Kazakhstan" Zhumabayev E.E. acted.
Technical adviser of the "Strengthening of the National Capacity according to Risks, to the Prevention and Response to Natural Disasters" project Tulekbayev E.T. acquainted participants of a round table with the course of realization of National situation analysis on the basis of application of the international experience in area of emergency situations.
Project manager Baymukhambetov B. K. told about the course of development of the project on updating of the Plan of readiness of the Republic of Kazakhstan for response to natural disasters at the republican and local levels.
Concerning carrying out joint the UNDP project in the Republic of Kazakhstan of the international scientific and practical conference was made by the deputy chief of Institute on scientific work the colonel of a firefighting service Raimbekov K.Zh.
In the end of a meeting of a round table the corresponding recommendations were accepted.
On March 6, 2014 on the Talas River to Taraz joint command and staff drill on the subject "Preparation of Governing Bodies, Forces and Means for Carrying Out Rescue and Other Urgent Works at Response to Emergency Situations of the Spring Period of 2014 on the Cross-border Talas River of the Republic of Kazakhstan and the Kyrgyz Republic" is staged.
During the trainings there were fulfilled questions of improvement of practical skills of authorized bodies of management on interaction at assistance in emergency response, and also the joint coordinated actions of forces and means on carrying out rescue and other urgent works at response to possible consequences of a cross-border emergency situation of the spring period.
The river Talas took origins in the mountains of Kyrgyzstan. It treats the rivers with the mixed glacial and snow food. Its length is 440 km, the area of a reservoir is 8900 sq.km. The high water begins here in March-April. The greatest expenses of water are observed in March. The river Talas is regulated by the Kirov reservoir located in Kyrgyzstan. Within a year the water drain from a reservoir is carried out according to the coordinated schedule. At the same time, at long intensive rainfall, sharp temperature increase, the probability of increase in inflows of water is not excluded. Thus when dumpings water on the river destruction of coast, a water exit out of limits of the floodplain and flooding of inhabited massifs and communications within Taraz, Zhambylsky, Bayzaksky, Talassky and Sarysusky areas can take place.
On a training legend, intensive thawing of snow, loss of plentiful rainfall in the form of a rain in mountains led to increase in water inflow in.
The Kirov reservoir, there was a threat of its overflow. For the purpose of prevention of destruction of a dam of a reservoir emergency dumping of water on the Talas River on which the flood is formed is carried out. In this regard there is a flooding of the inhabited Kazposyolok array, real threat of life and to human health was created.
Some calls from the inhabitants living in houses in close proximity to the Talas River about intensive washout of coast, flooding of the inhabited massif, presence of the missing person, a road accident with presence of victims came to a call center of Department for emergency situations.
At assembled special session of the commission on the prevention and response of an emergency of area of the city decisions on expansion of operational staff on an emergency place, promotion of the subordinated forces and means to the area of carrying out rescue and other urgent works are made. According to the concluded memorandums forces and control facilities of the Ministry of Emergency Situations of the Kyrgyz Republic on Talassky area are involved in response of an emergency, interaction on regulation of dumping of water from the Kirov reservoir is carried out.
During the tactical and special training on the river bank Talas actions of rescue services, formations of civil defense and an emergency services of Zhambylsky area, forces and means of territorial authorities of the Ministry for Emergency Situations in interaction with forces and means of RGK "South", DIA of area, Department of the Ministry of Emergency Measures of the Kyrgyz Republic on Talassky area are fulfilled.
Working off of actions of divisions on the following educational places is made:
- an educational place No. 1 "Expansion and the organization of work of educational regional operational staff on a place of response to an emergency";
- educational place No. 2 "Conducting shore protection works, carrying out evacuation actions";
- educational place No. 3 "Conducting rescue and other urgent works";
- an educational place No. 4 "Expansion of point of food for the affected population".
According to a plan of training, for prevention of development and deterioration of a flood situation on the Talas River urgent necessary measures were taken. So, forces of engineering service civil defense and an emergency services and the Zhambylsky regional operational site of "Selezashchita" with assistance of saving divisions perform shore protection works on sites of their washout. Along with it the service of fire extinguishing on arrival to the place of an emergency established especially dangerous sites of flooding and by means of fire and pump station pumping of water from the flooded yards was organized. Works on cleaning of garbage of irrigation and drainage channel are carried out.
Saving divisions in common with security services of a public order, transport, a health service made organized evacuation of the affected population in safe places of their placement.
Rescuers of SE "Quick and Saving Group" of DES of Zhambylsky area on special equipment by car "TREKOL" carried out evacuation of people from the flooded territories, and in point of heating and food and the necessary help of the rescuer-psychologist is organized.
Divers-rescuers of SE "Water rescue service" of DES of Zhambylsky area, having arrived to an emergency place, immediately started rescue of victims and carrying out search works of the missing person.
As the deputy chief of Department for emergency situations of Zhambylsky area Bagdat Danilov noted, "tactical and special drills are staged successfully, all involved departments coped with objectives and showed the most accurate and harmonious interaction, thereby confirmed readiness of divisions for fast reaction in case of a cross-border emergency situation".
From March 4 to 6, 2014, the Asian Conference on Disaster Reduction was held in Tokyo. The Conference was attended by the Vice-Minister for Emergency Situations of the Republic of Kazakhstan Mr. V. Petrov and the Senior Expert of the International Cooperation Department Ms. A. Tuyakbayeva.
The purpose of the conference is to discuss a progress in the field of disaster risk reduction in Asia and preparation for the VI Asian Ministerial Conference on Disaster Risk Reduction in Bangkok (Thailand) in June 2014 as well as the III International Conference on Disaster Risk Reduction in Sendai (Japan) in March 2015, where the Second Hyogo Framework for Action is planned to approve.
The conference was attended by over 120 representatives from 27 countries, 4 international organizations such as the UN International Strategy on Disaster Risk Reduction, World Health Organization, the World Bank, the Asian Disaster Reduction Centre as well as non-governmental organizations, educational institutions and the private sector of Japan.
As part of the good practice exchange between member states of the Asian Disaster Reduction Centre Vice-Minister of Emergency Situations of the Republic of Kazakhstan Mr. V. Petrov presented the Centre for Emergency Situations and Disaster Risk Reduction. The conference participants supported the initiative of the Republic of Kazakhstan and recognized that the creation of this Center is an additional contribution to the development of regional cooperation in Central Asia.
The tour in Tokyo park on disaster reduction was organized on the last day of the conference. This park is a central base of operations for an emergency prevention in the Tokyo metropolitan area, which houses the rescue facilities, including the local emergency management headquarters, agencies to gather information and coordinate actions in case of emergency, the Disaster Medicine Center and the warehouse of public material reserves. During weekdays the park hosts training and simulation games to the public on the topic “How to survive in the event of a disaster within 72 hours”.
The meeting with representatives of the Korean International Cooperation Agency KOICA and the Japan International Cooperation Agency JICA chaired by the Deputy Head of the Department for Emergency Situations of Almaty city colonel N. Madyarov was held in the Department.
The meeting was attended by the chiefs of divisions of the Department, Deputy Assistant Director of the Japan International Cooperation Service and the Development Program Team.
During the meeting issues to hold a two-day seminar were discussed. The Korean Agency proposed four employees of the Department of Emergency Situations of Almaty city to participate in the training, which will be held in August 2014 in Korea.
At the end of the meeting the parties exchanged gifts.
On March 14, 2014, a meeting with representatives of the World Bank was held in the Fire Service Committee of the MES of the Republic of Kazakhstan. At the meeting the basic principles of the state fire control in order to use them in the regulatory impact analysis conducted by the World Bank were presented. The purpose of the analysis is to provide a balanced system of predictable, low-cost for business, effective in achieving the goals and corruption-free government regulation.
Following the meeting, the representatives of the World Bank expressed their appreciation for the assistance and drew attention to the overall satisfaction with the work carried out by the Ministry for Emergency Situations to reduce the burden on business.
On March 7, 2014, the delegation of the Altai region Chief Department of the MES of Russia made a working visit to the Department of Emergency Situations of East Kazakhstan oblast. The representatives of the Russian party were the Deputy Head of the Altai region Chief Department of the MES of Russia Colonel of internal service Peter Tyutyunik, the Head of “The Altai region CMC of the MES of Russia” FKU Colonel of internal service Alexander Raspopov and the Head of the Division of Territorial Cooperation and the Use of Forces of the RSES of the Department of Civil Protection Lieutenant Colonel of internal service Vitaly Chernyavsky.
Exchange of experience for Russian colleagues began as soon as the representatives of the MES of Russia arrived at the territory of the DES of the EKO. Russians acquainted with fire, medical, rescue, diving equipment. Russian colleagues visited the sports arena, the common duty and dispatch service.
The Head of the DES of the EKO Mr. Ruslan Nurbatchanov told the guests about the eastern region, the structural units. In its turn, the Russian party has presented an information video about the emergency services of the Altai region.
During a working meeting in order to develop the cooperation in the field of prevention and response to cross-border emergency situations, strengthening good-neighborly relations the chief staff of the DES of the EKO and the representatives of the Altai region Chief Department of the MES of Russia considered a number of topical issues. For example, to develop a common centralized database of potential emergencies in border areas for quick response and operational cooperation between the parties. In addition, the parties approved the plan of joint activities for 2014-2015 in the framework of the Agreement between the Governments of the Member States of the Shanghai Cooperation Organization on mutual assistance in emergency response. The parties discussed the Plan of joint forest exercise to be held in May 2014 in the territory of the Beskaragai district, EKO.
Working visit will take place from March 17 to 20. During this time, the Russian party plans to visit a number of district subordinate units.
From March 14 to 18, 2014 in the Ministry for Emergency Situations of the Republic of Kazakhstan with the support of the German Society for International Cooperation the experts of the Technical assistance service of the Ministry of Interior of the Federal Republic of Germany and the Bonn Fire Service held a seminar on “Protection in emergency situations and fire safety”.
The seminar was attended by the experts of the Department of Emergency Response, Fire Service Committee, the Department of Emergency Situations of Astana city, the Central Regional Airmobile Operational and Rescue Team (CRAORT), the professors and the students of the Kokshetau Technical Institute.
The Vice-Minister of Emergency Situations of the Republic of Kazakhstan V. Petrov delivered the welcoming speech for the guests and participants of the seminar. During the lectures the representatives of the German authorities presented the German system of emergency prevention and response, paying special attention at the institution of volunteering.
On March 15 the German delegation visited the fire stations and the CRAORT, highlighting the excellent organization and equipment of these units.
In conclusion, the delegates met with the Minister for Emergency Situations of the Republic of Kazakhstan V. Bozhko and discussed issues of the bilateral cooperation.
Regional Consultations of Central Asia and the Southern Caucasus on disaster risk reduction within the Hyogo Framework for Action – 2015
From April 1 to 2, 2014, in Almaty Regional Consultations of Central Asia and the Southern Caucasus on disaster risk reduction within the Hyogo Framework for Action – 2015 were held. The consultations were attended by the experts of the MES of the RK under the supervision of the Director of Strategic Planning, Information and Analytical Work, Science and New Technologies Mr. S. Gabbassov.
The purpose of the event is to define the key priorities of the region, which will be included to the Hyogo Framework for Action – 2015, planned to be adopted at the Third World Conference on Disaster Risk Reduction on March 14-18, 2015, in Sendai city (Japan). It is scheduled to conduct 6 such regional consultations. This was the first meeting.
The event was attended by over 160 representatives of the countries of Central Asia, South Caucasus, UN agencies and other international organizations, including the Special Representative of the UN Secretary General, the head of the UN Regional Centre for Preventive Diplomacy for Central Asia Mr. Miroslav Jenča and the Head of the Regional Coordination Department of the UN International Strategy on Disaster Risk Reduction Mr. Neil McFarlane.
According to the results of two-day consultations the recommendations for the second Hyogo Framework for Action and the obligations of the parties were made. These recommendations will be submit to the Organizing Committee of the III World Conference on Disaster Risk Reduction.
From April 1 to 4, 2014, the delegation of the Ministry of Civil Affairs of the People's Republic of China headed by the Deputy Director of the International Cooperation Department I. Peydzhoian visited Astana.
The purpose of the visit is to discuss and consider the draft of the Agreement between the Government of the Republic of Kazakhstan and the Government of the People's Republic of China on cooperation in the field of emergency prevention and response, as well as to discuss the upcoming visit of the Deputy Minister of Civil Affairs Mrs. Jiang Li to Kazakhstan for the international competitions “Kazspas-2014” held in May 2014.
According to the results of the meetings the parties completed the text of the Agreement and agreed to take measures to accelerate the internal procedures in their countries. The dates and preliminary program visit of Mrs. Jiang Li in Kazakhstan were agreed.
In conclusion, the delegates met with the Minister for Emergency Situations of the Republic of Kazakhstan Mr. V. Bozhko.
April 10, 2014 meeting of the Minister of Emergency Situations RK Bozhko VK Extraordinary and Plenipotentiary Ambassador of the Islamic Republic of Pakistan in the Republic of Kazakhstan Shaukat Ali Mukadam at which they discussed issues of bilateral cooperation. Mr. Mukadi said Pakistan's support Kazakhstan's initiatives, including the entry of the Republic of Kazakhstan to the WTO, holding EXPO 2017 promotion candidacy of Kazakhstan in the UN Security Council for 2017-2018 years. The two sides also exchanged views on the joint work of the Istanbul Process on Afghanistan.
Mr. Mukadi extended an invitation to the President of the National Agency for Disaster Management in Pakistan to attend the International Conference on the exchange of experience and the creation of a database of regional disasters and risks for a joint action plan. He also invited to visit the National Agency for Disaster Management in Pakistan.
21-st session of the General Assembly of the International Civil Defence Organization.
24-25 April 2014 in Geneva (Swiss Confederation) was held on 21th session of the General Assembly of the International Civil Defense Organization (ICDO), which was attended by Vice-Minister for Emergency Situations of the Republic of Kazakhstan Vladimir Petrov and an expert of International Cooperation Department Torebekova EK.
The General Assembly, as the supreme body of the ICDO, is a key event, which provides information on the achievements of the organization since the last session (Geneva, 2012) were elected Chair and Vice Chair of the General Assembly, the members of the Executive Board considered the status of observer countries and also provides information on the projects implemented in the Member States ICDO.
Over 150 delegates representing 40 member countries, 6 observer countries, 6 affiliated members ICDO, attended the session.
During this meeting, the Secretary General of ICDO unanimously elected Vladimir pitcher with a mandate of four years (2015-2018).
In addition, one of the important issues on the agenda of the 21st Session of the General Assembly of ICDO was the formation of the Executive Council - executive unit of ICDO.
During Sessions Kazakhstan became a member of the Executive Board of the ICDO.
Joint activities in the framework of the Executive Council will allow Kazakhstan to go to a qualitatively new level of cooperation with Member States and will serve as a basis for further development of mutually beneficial cooperation in the field of civil defense.

May 15, 2014 a meeting of representatives of the Committee of Emergency Situations of Kazakhstan chaired by the Director of the Department of Emergency warning Tuleuzhanov E.K with the Regional Coordinator of the World Bank's Disaster Risk Management for Europe and Central Asia. The goal - to discuss the prospects of cooperation in the field of disaster risk management.
CES RK delegation headed by Chairman of the PSC Aubakirov S.G from 20 to 23 May 2014 in Moscow (Russian Federation) took part in the Seventh International Exhibition "Integrated Safety and Security-2014". The goal - to familiarize with the latest search and rescue facilities and equipment intended for dealing with emergencies, as well as a demonstration of Russian development and introduction of new foreign achievements in the Russian context.
From 24 to 28 May 2014, a delegation of the International Civil Defence Organization, headed by the Secretary-General B. Kuvshinov the Republic of Kazakhstan. Goal - to participate in the official opening ceremony of the international collection of seminar "Kazspas 2014" and familiarization with the training ground "Rock city - Astana".
Agreement between the Government of the Republic of Kazakhstan and the Government of the People's Republic of China on cooperation in disaster situations.
May 28, 2014 in Astana the ceremony of signing of the Agreement between the Government of the Republic of Kazakhstan and the Government of the People's Republic of China on cooperation in disaster situations. Minister for Emergency Situations of the Republic of Kazakhstan Bozhko V.K. and Vice Minister of Civil Affairs of the People’s Republic of China Jiang Li. signed the agreement.
This Agreement provides for cooperation in the field of monitoring of hazardous industrial processes and natural phenomena, mutual notification about the status of potentially dangerous objects and the environment, with the threat or emergencies, information exchange on forecasting emergencies. Provided the exchange of experiences on the organization of training of the population to act in emergencies, the risk assessment for the environment and population in relation to the possibility of contamination from industrial accidents, and natural disasters. Agreement also involves organizing and coordinating the interaction of relevant government authorities in disaster response, prevention and early warning of the possible occurrence of natural disasters on rivers, joint planning, development and implementation of research projects, exchange of scientific and technical literature and the results of research. The document contains the following items related to the exchange of information, periodicals, methodical and other literature, videos and photos, as well as technology, organization of joint conferences, seminars, workshops, exercises and training, mutual assistance groups with equipment to assist in the liquidation emergencies. In addition, the agreements stipulate the conditions of the border crossing assistance teams and the mode of their stay in the territory of the requesting party, as well as import and export of equipment and materials available to assist with disaster management.
During the meeting, Committee of Emergency Situations RK Bozhko V.K. thanked the Chinese side for sending rescue teams to participate in an international seminar on the collection of all-round rescue "Kazspas 2014", held at the site "Rock city - Astana".
The sides discussed issues of cooperation, including operational information and cooperation in the event of a threat or occurrence of emergencies of natural and man-made disasters, as well as regular mutual information about possible large-scale emergencies, joint exercises on response to natural and manmade disasters. Was reviewed to establish cooperation in the field of training, retraining and advanced training of staff, and exchange of experience in the field of advanced technology in order to protect the public from accidents and natural disasters.
Also expressed interest in establishing contacts between territorial authorities in emergencies Almaty, East Kazakhstan regions and Xinjiang, in a certain order to attract and rescue services (workers and resources) to eliminate the effects of possible large-scale emergencies in border areas.
They also discussed the establishment of contacts with research institutions Xinjiang China to exchange experience on seismic zoning of large cities and towns, deployment seismic observations, engineering mudflow, flood and avalanche structures.
In conclusion, the parties expressed confidence that that the signing of a bilateral intergovernmental agreement on cooperation in disaster situations create a solid foundation for the development of bilateral relations in the future.
Kazakhstan is exploring the Norwegian experience in emergency response.
25-30 May 2014 the visit to Norway Chairman of the Committee on State Material Reserves of Committee of Emergency Situations of the Republic of Kazakhstan A.Sadu to study the experience of the Norwegian side to improve the effectiveness of the emergency response in extreme situations.
In Oslo, meetings were held with the Director of the Norwegian Agency for Development of Emergency training, the head of the Norwegian Directorate for Civil Protection and Emergency Planning.
During the visit, representatives of Kazakhstan familiarized with the Norwegian experience in production and application of individual diets (PRI). Visited the base of manufacturing companies PRI in Tromso («Drytech») and Bergen («GC Rieber Compact») - providers of humanitarian support.
An agreement was reached on the return visit of representatives of these companies in Kazakhstan.
The fifth working meeting of experts of the Republic of Kazakhstan and the People's Republic of China on the analysis and prevention of threats from moraine (glacial) lakes in the basin of Khorgos river
Located in Almaty region transboundary river Khorgos flows along the border with the People's Republic of China, according to the criteria of mudflow and flood risk refers to the first category of mudflow risk, the main area of its drainage basin is located in the 9-point seismic zone.
Khorgos river is characterized by almost annual formation of powerful floods with high outgo and possible mudslides.
In this connection, there is a threat for facilities located in the basin of Khorgos such as International centre for cross-border cooperation "Khorgos" special economic zone "Cross-border trade and economic zone "Khorgos - Eastern Gate" and the international transport corridor "Western Europe - Western China ".
In order to protect infrastructure of International centre for cross-border cooperation "Khorgos", cross-border rail and road bridges against mudslides and flood, as well as ensure the safety of region’s population investment project "Construction of protective structures on the Khorgos river in the area of ICBC and customs buildings" is underway.
Within the framework of the Joint Declaration of the Republic of Kazakhstan and the People's Republic of China to further deepen the comprehensive strategic cooperation, signed by the heads of states on December 7, 2013 in Astana, the Kazakh-Chinese experts held talks on the approval of the mudslide protection structures construction in the basin of Khorgos river.
In Atyrau region joint exercises with the Russian Federation on forest-steppe fires fighting was carried out
In connection with the upcoming summer period and for rapid response in the event of forest-steppe fires on June 6, 2014 in Safonovka village, Kurmangazy district of Atyrau region was carried fire and tactical exercises "Fighting large-scale forest-steppe fires in the cross-border territories in the Kurmangazy district of Atyrau region".
Rescuers of border fire departments of Kazakhstan and Russia worked out joint actions to eliminate steppe fires on the cross-border area.
According to exercise tactical plan dry lightning caused a fire on the open steppe territory in the quarter № 5 and № 6 of Kurmangazinskiy forestry. Low fire with the threat of transition to high fire. South wind, gusting wind speed of 12.5 m / s. There was a threat of fire spreading into quarters №7 and № 8, bordering territory of forestry in Astrakhan region of the Russian Federation.
During the exercises in real conditions was simulated a simplified crossing of forces and means of MES of Kazakhstan to the Russian territory to eliminate cross-border emergency.
"These exercises are unique in that it has been demonstrated harmonious interaction of emergency agencies of Kazakhstan and Russia in fighting fires, and each agency clearly fulfilled its obligations", - said in his speech head of Department Bolatbek Bolemisovich.
"This exercise was aimed not only to test the readiness of forest fire forces and means for fire risky season, share experiences on tactics and technique of extinguishing, but also to test the interaction of various authorities in eliminating forest fires. It was necessary to define the limits of responsibility of each structure and clarify the specific location when performing those activities. Such measures allowed us to find a sufficiently close points of contact with each other. And I hope that this experience will not be the last and every year we will continue to run in our existing developments to improve their work" said the head of Task force of Main emergency management of Russian Emercom in the Astrakhan region, major of internal service Sergey Sobolev.
For practical elaboration of the actions to eliminate cross-border wildfire were involved: from Kazakh side - 29 pieces of equipment and 85 personnel, from Russian side - 2 pieces of equipment and 10 personnel of Russian Emercom and the local voluntary fire-fighting units.
Summarizing the results high degree of organization and coordination of EMERCOM of Russia and Kazakhstan was stressed.
Seminar on the work Field Coordination Centre of the UN International Advisory Group on search and rescue
From 10 to 12 June 2014 on the base of Republican operative rescue team of MES RK was held a seminar on the work of Field Coordination Centre of the UN International Advisory Group on search and rescue (INSARAG).
Seminar was organized by the United Nations Office for the coordination of humanitarian affairs and teaching staff of the ministries of emergency situations of the Russia and Belorus.
Seminar was attended by representatives of emergency structures of Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russia and Tajikistan, which will be explained the main provisions of a rapid response to large-scale emergencies and assistance to affected states, adopted by the United Nations.
During the workshop participants will become familiar with INSARAG guidelines and development of global network of disaster response; coordination of search and rescue teams’ actions involved in eliminating of devastating earthquake consequences at international level; specialist training for search and rescue units to respond to various emergencies.
Ministry for emergency situations of the Republic of Kazakhstan in order to further integrate into the international mechanisms of responding to large-scale emergencies is training consolidated search and rescue team MES RK «KAZEMERCOM» by INSARAG methodology.
The final stage of the workshop will be a practical exercise of the final phase of the international certification at the site of MES RK "Rock city - Astana" with squad curator - international class lifeguard of Russian Centrospas Mr. Korol'kov.
June 23, 2014 in the MES RK Minister for emergency situations of the Republic of Kazakhstan V. Bozhko met with the Minister for emergency situations of the Republic of Azerbaijan K. Heydarov.
The Parties noted the high level of cooperation between our ministries and discussed future cooperation. Agreement was reached to hold joint Kazakh-Azerbaijani exercises next year and exchange experience between education institutions of the ministries.
On July 7 in Almaty on the basis of LLP "Republican Training Center for Civil Protection" was held the opening of International course on prevention of CBRN disasters. The participants were the representatives of Bulgaria, the Czech Republic, Ukraine, Georgia, Azerbaijan, Belarus, Armenia, Moldova, Kazakhstan. The opening speech was delivered by the Chairman of NATO's Planning group in the field of civil protection Ragner Bo and Director of the Civil defense department of MES RK Major - General J. Dzhumashev. They talked about the main goals and objectives of the courses which are to study international educational program of CBRN training; providing theoretical and practical knowledge in the field of radiation, chemical and bacteriological protection necessary for the implementation of educational CBRN training within their states. The course curriculum is designed for instructors who provide training in emergency response at national and/or international level. Trained groups formed of instructors of national civil protection institutions/organizations (civil or military person) with theoretical and practical training in fire fighting, rescue, medical services, as well as the experience of the CBRN emergency response training.
On July 22, in MES RK held a meeting with representatives of the World Bank on supporting financing and risk insurance system in respect of natural and man-made disasters in the Republic of Kazakhstan. The goal was to collect the necessary information for the implementation of World Bank program on providing technical support to the Government of the Republic of Kazakhstan in preparation for the implementation of the state program of compulsory insurance against the risk of accidents.
From August 18 to 22, 2014, the joint exercises “Interaction 2014 with the CSTO Collective Forces of Rapid Response” with the subject “Involving the CSTO CRRF in Central Asia” were held in Kazakhstan. Rescue units from Kazakhstan, Russia and Belarus attended the exercises.
To develop cooperation in cross-border emergency prevention and response, to strengthen bilateral relations from August 30 to September 3, 2014, the East Kazakhstan DES officers as a part of oblast delegation visited Urumchi city, the administrative center of Xinjiang in Autonomous region of China. The parties agreed to strengthen information exchange in the case of cross-border emergency situation. During the visit Kazakhstan delegation had talks with the heads of party and administration of the cities bordering to Eastern Kazakhstan.
On September 5, 2014, the 7th meeting of the CSTO Emergency Coordinating Council chaired by the Deputy Ministry of Internal Affairs of Kazakhstan V. Bozhko was held in Almaty.
On September 6, 2014, the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Tajikistan on cooperation in the field of civil defense, prevention and emergency response was signed in Almaty.
On September 17, 2014, the 11th meeting of the Kazakhstan-Belarus Intergovernmental Commission on Trade and Economic Cooperation was held in Taldykorgan. Issues of bilateral trade and economic cooperation in such areas as industrial cooperation, processing of agricultural products, machinery, transport and communications, space industry, scientific-technical and cultural-humanitarian cooperation were discussed on the meeting. The 1st year’s implementation of the Road map for bilateral trade and economic cooperation for 2014-2015 were defined.
A business forum involving business meetings of the two countries businessmen was held during the session. Also the exhibition of products presented by Almaty oblast enterprises, the achievements of Kazakh research institutes of agriculture, potato and vegetable growing as well as providing the knowledge of the greenhouse “Zheruyk-Taldykorgan” and cattle farm “Asyl”, Tekeli city, hydropower plants cascade have been organized.
From September 18 to 19, 2014, the delegation from CES MIA RK attended the 2nd Regional Ministerial Conference “Regional Cooperation on Disaster Risk Reduction” held in Bishkek (Kyrgyzstan).
The conference was attended by the representatives of the authorities for emergency prevention and response and the ministries of foreign affairs of Central Asia, Japan, UN agencies and other international and non-governmental organizations.
The main issue of the conference was a high level platform of the heads of the authorities for disaster risk reduction in Central Asia within the “Central Asia plus Japan” dialogue.
On September 29, 2014, in Astrakhan, the Agreement on cooperation in the field of prevention and emergency response at the Caspian Sea was signed on the 4th summit of the heads of Caspian states.
From October 20 to 21, 2014, the representative of CES MIA RK attended the 2nd expert group meeting for update the draft Protocol on amendments to Agreement between the Governments of the CIS member states on cooperation in prevention and management of natural and man-made disasters dated by January 22, 1993.
The participants considered proposals of Armenia, Belarus, Kazakhstan, Russia and Uzbekistan received by the CIS Executive Council on the results of internal consideration of the draft Protocol on amendments to Agreement between the Governments of the CIS member states on cooperation in prevention and management of natural and man-made disasters dated by January 22, 1993.
The most difficult issue discussed during the meeting was adopting the decision making process of the Council.
As a result the proposal of Uzbekistan on the new version of section IV paragraph 8 relating to the decision making process of the Council was taken into account with remarks. Considering the Uzbekistan’s position on this matter, the participants proposed a compromise version of the section IV paragraph 8. Majority vote determined procedure of the decision making process of the Council by consensus of the Council members attending the meeting.
Thereby, there is an opportunity to object the Council decision by the participating representative of member country.
Also the participants agreed the draft decision of the CIS Council of the Heads of Government on the termination of the CIS Council of the Heads of Government decisions.
From November 3 to 7, 2014, the delegation of CES MIA RK visited Bonn to get knowledge of voluntary fire services in Germany. A report with results and suggestions was presented as a result of the visit.
In 2015 GIZ invited the delegation of heads of CES MIA RK headed by the Deputy Minister V. Bozhko to visit Germany to discuss the possibility to start the project of volunteer firefighters.
From November 4 to 5, 2014, a regular XXVII session of the CIS Interstate Council of natural and man-made emergency situations was held in Erevan (Armenia).
The session was attended by the Chairman of CES MIA RK V. Petrov, the chief of the International Cooperation Department A. Grigoryan and the President of Institute of Fire Safety and Civil Defence R. Dzhumagaliyev.
From November 17 to 21, 2014, the XV International Conference of the International Sports Federation of Firefighters and Rescuers was held in St. Petersburg. The conference was attended by the Deputy Minister V. Bozhko and the President of Sports Federation of Firefighters and Rescuers of the Republic of Kazakhstan N. Mikkin.
From November 24 to 25, 2014, to discuss issues of the regional cooperation in disaster risk reduction the 1st meeting of experts of the Central Asia authorities in emergency prevention and response was held with participating of CES MIA RK representatives in Bishkek (Kyrgyz Republic).
Purposes of the meeting:
to consider the recommendations on plans of cooperation in emergency prevention and response;
to consider the draft Framework principles for Central Asia regional cooperation in disaster risk reduction recommended during the second Regional Ministerial Conference on Cooperation;
to develop procedures of the expert group of the emergency authorities of the Central Asia countries in emergency prevention and response.
During the meeting experts groups with assistance of international organization’s representatives have developed 4 drafts of the documents offered to consider and approve by the heads of the authorities in emergency prevention and response during the ministerial meeting of January 29-30, 2015, aimed to prepare for the 3rd World Conference on disaster risk reduction in Sendaye (Japan) on March 2015:
a draft of “Plan between Central Asia border regions on cooperation in the field of emergency prevention and response”;
a draft of Framework principles to strengthen regional cooperation between the Central Asia national authorities in emergency prevention and response;
a draft of Action plan to implement the Framework principles to strengthen regional cooperation between the Central Asia national authorities in emergency prevention and response;
a draft of joint program statement of the Central Asia and the Southern Caucasus concerning the Disasters Risk Reduction Program post-2015.
From December 1 to 6, 2014, the 6th of the Kazakhstan and China expert’s working session on analysis and prevention of moraine lakes risk was held in Beijing (China). The deputy director of the Emergency Prevention Department A. Mailebayev, the chief of Disaster Prevention Division A. Nurkanov, the acting senior expert of the International Cooperation Department A. Seitbayeva and the deputy head of the “Kazmudflowprotection” SU T. Bekbolov attended the session from the CES MIA RK.
On December 2, 2014, the meeting of the CES MIA RK officers with UNICEF international experts was held.
The purpose of the event was to discuss key obligations to support children during emergencies, to include them to the legislation of Kazakhstan in emergency prevention and response as well as to conduct the seminar on the subject of International standards to support children during emergencies.
From December 6 to 11, 2014, the working visit of the CES MIA RK delegation to the China National Center for Disaster Reduction (PRC) was held. The deputy chief of Department of Technical Service and Warning A. Kozhuh, the chief of division of the Emergency Prevention Department A. Myrzabayev, the senior expert of the International Cooperation Department A. Karipbayev, the senior expert of Information and Analytical Department A. Issenov, the expert of Information and Analytical Department D. Ahmediyev attended the visit.
On December 8, 2014, the meeting of the CES MIA RK officers with the representatives of Japan International Cooperation Agency (JICA) was held to develop a disaster reduction project. The aim of the mission – to present a project in this sphere, to exchange of views with competent scientific institutes of Kazakhstan as well as to define spheres to further cooperate in disaster prevention.
From December 14 to 27, 2014, the chief of the Division of Control and Preventive Activity in Fire Safety M. Kaissanov as a member of Kazakhstan working group on law drafts in development official assistance to foreign countries visited Japan (Tokyo, Kobe, Kyoto, Osaka). The aim of the visit was to get knowledge of the world’s best experience in development official assistance.
On December 18, 2014, 1319 Resolution of the Government on submission the proposal on signing the Second Protocol on amendments to the Agreement of October 6, 2007, on preferential terms to deliver a special equipment and special means to equip the law-enforcement and special authorities of member states of the Collective Security Treaty Organization to a consideration of the President of the Republic of Kazakhstan was adopted. This protocol was signed on December 23, 2014, in Moscow.
To get knowledge on experience of the activities of the Academy of the MES of Azerbaijan concerning training of the specialists for civil protection authorities the Deputy Chairman of the CES MIA RK V. Bekker and the head of the KTI CES MIA RK S. Sharipkhanov were sent on a trip from December 18 to 21, 2014.
From December 23 to 26, 2014, the working visit of the CES MIA RK delegation to the National Crisis Management Centre and the Russian Scientific-Research Institute for Civil Defense and Emergencies was held. The head of Information and Analytical Department K. Dzhazybayeva, the head of the Emergency Prevention Department M. Khassenov, the expert of Information and Analytical Department D. Ahmediyev and the head of Emergency Prevention Division of the DES of Pavlodar oblast S. Sytnik.
